1. नेपालमा सङ्घीय शासन प्रणालीको प्रमुख उपलब्धी र चुनौतीहरूको लेखाजोखा गर्नुहोस् । यो प्रणालीमाथि आम नागरिकको विश्वास बढाउन विद्यमान राजनीतिक तथा प्रशासनिक संरचनामा गर्नुपर्ने आवश्यक सुधार सम्बन्धमा चर्चा गर्नुहोस् । (5+5=10)
Assess the major achievements and challenges of Nepal’s federal system of governance. Discuss the reforms needed in the existing political and administrative structures to increase the trust of the general public in this system.
2. राष्ट्र र राज्यबीचको फरक उल्लेख गर्दै राज्य निर्माण प्रक्रियाबारे चर्चा गर्नुहोस् र सार्वभौम राज्य निर्माणमा नागरिकको भूमिकाको व्याख्या गर्नुहोस् । (3 + 3 + 4 = 10)
Mentioning, the difference between a Nation and a State, discuss about the process of Nation-Building, and describe the role of citizens to building a Sovereign State.
3. नेपालमा सूचनाको हक सम्बन्धी संवैधानिक र कानूनी व्यवस्थाबारे उल्लेख गर्नुहोस् । सुशासन कायम गर्न र भ्रष्टाचार न्यूनीकरण गर्न सूचनाको हकको प्रयोगको आवश्यकता र महत्व सम्बन्धमा प्रकाश पार्नुहोस् । (6+4=10)

5. विगत केही वर्षयता नेपाली समाजमा सामाजिक अराजकता (Social Anarchy) बढेको छ । नेपालमा सामाजिक अराजकताका कारण र यसले पुऱ्याएको नोक्सानीको लेखाजोखा गर्नुहोस् । यो समस्यासँग जुध्नका लागि आवश्यक सामाजिक मूल्य र नागरिक चेतनाका उपायहरू उल्लेख गर्नुहोस् । (5+5=10)

9. सङ्घ, प्रदेश र स्थानीय तहको बजेट तथा कार्यक्रममा हुने गरेका खप्ट्याई (Overlapping) र दोहोरोपना (Duplication) ले ल्याएका समस्याहरू र यसका कारणहरूको पहिचान गर्दै यसको सम्बोधनका लागि समग्र सार्वजनिक वित्त प्रणालीमा आवश्यक वित्तीय नियमहरू (Fiscal rules) बारे उल्लेख गर्नुहोस् । (5+5=10)

10. विकास योजनाको परिचय दिनुहोस् । नेपालमा तीन तहका सरकारहरूका विकास योजनाहरूबीच अन्तरसम्बन्ध किन आवश्यक हुन्छ? उल्लेख गर्दै विकास योजनासम्बन्धी विद्यमान व्यवस्था र अवस्था बारे प्रकाश पार्नुहोस् । (3+3+4 =10)
